An End-Run Around Proposition 13
For decades, Prop 13 has protected California homeowners. But court decisions have created loopholes that special interests and politicians exploit, like real estate transfer taxes. These are sales taxes on homes, apartments, and other real estate stacked on top of the property taxes people already pay. These taxes circumvent the taxpayer protections voters approved when they passed Prop 13.
